fl3m beat me to it… The building behind is part of the (recently demolished) Euston Centre, home at the time to Capital Radio so it must be the launch of Capital Gold.
The 3 men are easy to identify, but I wonder who the 3 women are?

The three women are Liat Goodson (with Tone), Racquel Welsh (with Diddy) and Jackie Colley (with Ken).
